　　中文摘要

　　苏联解体是 20 世纪影响人类历史的大事件，它直接改变了世界地缘政治和大国关系的大格局，也开启了独联体国家作为独立主权国家自主探索发展道路的开端。哈萨克斯坦也是其中一员。它在独立之初选择了在全面否定前苏联高度集中的传统政治经济体制的同时全盘模仿西方宪政民主制度的政治模式，如总统制、议会选举制、多党制等。但是，这并没有解决哈萨克斯坦的问题。随后哈萨克斯坦在纳扎尔巴耶夫的领导下进行不断探索，在确立政治发展方向的基础之上调整国内政治经济改革政策，最终找到了适合本国发展的政治发展道路，取得了令人瞩目的成就。

　　本文以“哈萨克斯坦政治发展”为核心研究视域，基本结构的设计思路大致沿着政治学研究的基本分析范式之一，即缘由、过程、特征、问题、后果以及影响的框架进行分析和讨论。文章由六个部分构成：第一部分，主要就选题缘由和选题意义、研究方法、创新点等内容进行简单阐述，并通过对所搜集资料的梳理、归纳、分析，着重叙述了关于哈萨克斯坦政治发展的国内外研究现状。第二部分，通过对历史的梳理，分析哈萨克斯坦政治发展的整个历程，并作出归纳，以哈萨克斯坦总统权力的加强为主要线索，结合总统选举与议会选举等因素，大致将哈萨克斯坦的政治发展划分为三个阶段。第三部分，宏观地分析了哈萨克斯坦现存政治制度及政治权力格局的特点。第四部分，分析了影响哈萨克斯坦政治发展的历史文化、经济发展、民族宗教、强人政治、大国干预等因素。第五部分，在上述研究的基础之上，主要关注哈萨克斯坦在政治民主、国家法治、政治文化三方面存在的问题。第六部分，简单地对哈萨克斯坦政治发展所面临的风险作出评估，并分析了哈萨克斯坦政治发展对我国西北边疆战略稳定与安全的影响。

　　因此，对哈萨克斯坦的政治发展进行研究具有重要意义，同时，对现今的中国具有积极的镜鉴作用。

　　Abstract

　　The collapse of the Soviet union is a big event of the influence of human historyin the 20th century, it is directly changed the world geopolitical pattern, and therelations between big powers also opens a cis countries as an independent sovereignstate autonomy to explore the development road of the beginning. Kazakhstan is alsoa part of it, it's on the independent chose the total negation of the former Soviet unionat the beginning of the traditional highly centralized political and economic system atthe same time, completely copy western constitutional democracy political pattern,such as presidential and parliamentary elections, a multi-party system, etc., however,this does not solve the problem of kazakhstan. Then kazakhstan under the leadershipof Mr Nazarbayev to continuously explore, based on the established politicaldirection of adjustment of domestic political and economic reform policies, finallyfound the political development path suited to its development and made remarkableachievements.

　　This article take “ the Political Development of Kazakhstan ” as the coreresearch horizon, basic structure design idea is roughly along one of the basicanalytical paradigm of political science research, namely, cause, process,characteristics, problems, consequences and influence of frame is analyzed anddiscussed. Article consists of six parts: the first part, mainly selected topic reason andthe selected topic significance, research methods and innovative content briefly, andthrough combing, induction, analysis of the collected data, with the emphasis onresearch status at home and abroad about the kazakhstan political development. Thesecond part, through analyzing the historical carding, kazakhstan, the whole courseof political development, and make, strengthen the President of kazakhstan power asthe main clue, combining with the factors such as presidential and parliamentaryelections, kazakhstan's political development roughly be divided into three stages.

　　The third part, the macro analysis of the kazakhstan the characteristics of the existingpolitical system and political power structure. The fourth part, the paper analyzes theeconomic development of the history and culture, affecting the development ofkazakhstan's political, ethnic and religion, strongmen, power intervention and otherfactors. The fifth part, on the basis of the above research, mainly focus on kazakhstanin political democracy, national rule of law, political and cultural problems in threeaspects. The sixth part, simple to kazakhstan assess the risks of political development,and analyzes the kazakhstan political development of our country northwest frontierstrategic stability and security.

　　Therefore, the study of kazakhstan's political development is of greatsignificance, at the same time, a positive role in rest for today's China.
