　　摘要　
　　
　　国有企业党委发挥政治核心作用，是我国国有企业的独特优势。但随着改革开放的不断深入，中国特色的社会主义市场经济体制在我国也基本建立起来，经济体制改革进入攻坚阶段。与此同时，国有企业在市场经济中也面临着一些新问题，党的十八届三中全会对深化国有企业改革也提出了一些新要求，这就促使国有企业要根据形势的变化，改进一些传统的工作思路和方法，探索出新的对策。
　　
　　本文共分为五个部分：引言、国有企业党委发挥政治核心作用的一般理论、历史考察及规律总结、现状分析和国有企业党委发挥政治核心作用的对策。第一部分主要介绍了本文的研究背景、意义、研究内容、方法，以及文献综述；第二部分主要介绍了国有企业党委发挥政治核心作用的一般理论，主要阐述了“政治核心作用”的内涵和国企党委发挥政治核心作用的意义。第三部分主要介绍了发挥政治核心作用的历史考察及规律总结，本文把历史考察分为两个大的时期。通过对历史的考察，总结出了三点规律：坚持党对国有企业的政治领导、坚持依法治理国企、坚持遵循国企发展的客观规律；第四部分通过对国有企业党委发挥政治核心作用的现实状况的分析，指出了国有企业党委发挥政治核心作用取得的一些成就。同时，也指出了四点不足：思想认识存在偏差、体制机制有待完善、队伍建设有待加强、方法载体僵化滞后。在最后一部分中，针对所存在的四个问题，从提高国企党委发挥政治核心作用的思想认识、完善体制机制、夯实队伍基础、创新方法载体四个方面提出了四点对策。

　　Abstract
　　
　　Party committees play a role of political core of state-owned enterprises,which is theunique advantages of state-owned enterprises in our country. But with the deepening ofthe reform and opening up, Chinese characteristics of socialist market economic systemis  basically  established  in  our  country,  the  economic  system  reform  entered  a  crucialstage. At the same time, the state-owned enterprises in a market economy is faced withsome  new  problems,  the  third  plenary  session  of  the  18  to  deepen  the  reform  ofstate-owned enterprises are also put forward some new requirements, which causes thestate-owned  enterprises  according  to  the  change  of  situation,  improve  some  traditionalwork idea and method, explore new countermeasures.
　　
　　This  paper  will  be  divided  into  five  parts:  introduction,  the  general  theory  of  theparty  committee  of  state-owned  enterprises  play  a  role  of  political  core,historyinvestigation  and  summary,  the  present  situation  analysis  and  countermeasures  for  theparty  committee  of  state-owned  enterprises  play  a  role  of  political  core.  The  first  partmainly introduces the research background, significance, research contents, methods, aswell  as  the  literature  review;  The  second  part  mainly  introduces  the  general  theory  ofthe  party  committee  of  state-owned  enterprises  play  a  role  of  political  core,  mainlyelaborated  the  political  core  role  “the  connotation  and  meaning  of  the  party  committeeof state-owned enterprises play a role of political core. The third part mainly introducesthe  historical  investigation  and  give  play  to  the  role  of  political  core  rule  summary,  inthis  paper,  the  history  is  divided  into  two  periods.  Based  on  the  investigation  to  thehistory,  summarizes  three  rules:  adhering  to the  party's  political  leaders  of  state-ownedenterprises,  insist  on  the  governance  of  state-owned  enterprises  in  accordance  with  thelaw,  adhere  to  follow  the  objective  law  of  the  development  of  the  state-ownedenterprises; The fourth part  through  to  the  analysis  of the  present  situation  of  the  partycommittee  of  the  state-owned  enterprises  play  a  role  of  political  core  ,  points  out  thestate-owned enterprise party give play to the role of political core of some achievements.At  the  same  time,  it  points  out  the  four  weaknesses:  there  exist  deviations  inunderstanding thoughts, needs to improve systems and mechanisms, to strengthen teamconstruction,  method,  carrier  ossified  lag.  In  the  last  part,  in  view  of  the  existing  fourissues, from the four aspects which are improving party ideological understanding give play  to  the  role  of  political  core  of  state-owned  enterprises,  perfecting  the  systemmechanism,  strengthen  the  team,  the  innovation  methods  carrier  put  forward  fourcountermeasures.
