　　2012 年党的十八大第一次明确提出基层服务型党组织建设，这是中国共产党提高党建科学化和自身现代化的重大举措。党的农村基层党组织是党在农村执政的最底端的基本组织单位，是党联系农村群众的桥梁和纽带。农村基层服务型党组织与服务型政党一脉相承，是服务型政党建设的重要一环和必不可少的组成部分。在当前我国处于社会转型时期，农村社会经济各方面发生重大变化，强化农村基层党组织的服务功能，加强农村基层服务型党组织建设，是顺应时代变化发展需要的明智之举，治本之策，是践行党的宗旨的必然要求。
　　
　　首先，本文运用概念分析的方法提出农村基层服务型党组织的概念，通过对农村基层服务型党组织内涵的分析阐释了作者对农村基层服务型党组织概念的界定。同时，提出了农村基层服务型党组织的特征以及农村基层服务型党组织建设的意义。其次，本文运用综合分析的方法从马克思历史唯物主义的群众史观、马克思主义政党建设理论和历代领导人的党建理论出发阐述了服务型党组织的理论基础，并用历史分析对农村基层服务型党组织建设进行了历史脉络的考察，从中可以看出建设农村基层服务型党组织，加强党的服务功能是历史发展的必然趋势。再次，本文运用综合分析法对农村基层服务型党组织建设探索过程以及农村基层服务型党组织建设中面临的主要问题做了全面的分析。在农村基层服务型党组织建设过程中面临的主要问题是农村基层党组织的权威弱化，党员干部服务意识淡薄，服务能力有待进一步提升，没有形成农村基层党组织服务群众的长效机制，缺少为民服务的平台。最后，针对当前农村基层党组织建设中存在的问题，本文在结合农村基层服务型党组织建设的实践应验和有效做法提出了农村基层服务型党组织建设的有效路径：一是农村基层服务型党组织建设党员干部必须要强化服务意识；二是要提升农村基层党组织和党员干部的服务能力；三是建立农村基层服务型党组织必须着力加强以服务为导向的制度建设，形成服务农村群众的长效机制；四是农村基层服务型党组织建设要采用多种形式搭建和拓宽为民服务的平台。

　　2012  the  party's  eighteen  big  first  explicitly  put  forward  the  construction  ofservice-oriented  party  organization,  it  is  the  communist  party  of  China  improve  theparty building scientific and modernized major moves. The party's foundation is in thepeople,  blood,  power  in  the  people's  people,  the  party's  rural  grassroots  partyorganizations is the party's ruling in the countryside is the most basic organization unit,at the bottom of the contact is the bridge and the link of the masses in the countryside.Rural grassroots service party organization and service-oriented, along the lines of theparty  is  an  important  link  of  the  construction  of  the  service-type  party  andindispensable  component.  In  the  current  our  country  in  the  period  of  socialtransformation,  rural  social  economy  major  changes  in  all  aspects,  strengthen  theservice function of rural grassroots party organizations, strengthening the constructionof  rural  grassroots  service  organization,  is  the  need  to  keep  up  with  the  changes  ofThe Times development, fundamental, is the inevitable requirement of practice of theparty's tenet.
　　
　　First  of  all,  this  article  applies  the  method  of  concept  analysis  put  forward  theconcept  of  rural  grassroots  service  organization,  through  the  analysis  of  the  ruralgrassroots service connotation of the party organization illustrates the definition of theauthor on rural grassroots service party organization. At the same time, puts forwardthe  characteristics  of  rural  grassroots  service  party  organization  and  the  significanceof the construction of CPC at the rural grassroots service. Secondly, this paper USESthe method of comprehensive analysis from Marx's historical materialism, the history,the  marxist  party  construction  theory  and  generations  of  leaders  of  the  partyconstruction  theory  elaborated  the  theoretical  basis  of  service  organization,  usinghistorical analysis on rural grassroots service explore history of the party organizationconstruction, we can find that the construction of rural grassroots service organization,strengthen  the  service  function  of  the  party  is  the  inevitable  trend  of  historicaldevelopment. Again, this paper USES the comprehensive analysis of rural grassrootsservice discovery process and rural grassroots party organizations construction of themain  problems  in  the  service  in  the  construction  of  the  party  organization  made  acomprehensive analysis. In rural grassroots service party organization construction inthe  process  of  the  main  problem  is  weakening  the  authority  of  the  rural  grassroots party  organizations,  party  members  and  cadres  service  consciousness  and  serviceability  remains  to  be  further  promoted,  not  form  a  long-term  mechanism  of  ruralgrassroots  party  organizations  serve  the  masses,  the  lack  of  service  platform  for  thepeople.  Finally,  in  view  of  the  current  problems  existing  in  the  construction  of  ruralgrassroots  party  organizations,  this  paper  combined  with  the  practice  of  theconstruction of CPC at the rural grassroots service fulfilled and effective approach isput  forward  the  effective  paths  of  the  construction  of  CPC  at  the  rural  grassrootsservice: one is the rural grassroots service party organization construction of the partymember  cadre  must  strengthen  the  service  consciousness;  The  second  is  to  promoterural  grassroots  party  organizations  and  party  members  and  cadres  service  ability;Three is to establish rural grassroots service organization must focus on strengtheningthe  construction  of  service  oriented,  form  a  long-term  mechanism  of  service  ruralmasses;  Four  is  to  adopt  various  forms  to  build  rural  grassroots  service  partyconstruction and broaden the service platform for the people.
