　　摘 要

　　廉政文化是人们对于廉政知识、信仰、行为规范以及与之相适应的生活方式和社会评价，是廉洁从政行为在文化与观念上的客观反映。清代继承和发扬了传统廉政文化的内容，加强了自身的廉政文化建设。在思想方面，德治思想、修己节俭思想、民本思想、增俸养廉思想、勤政思想、权力制衡思想、教化思想的提出对廉政行为和制度建设起到了导向作用；而行政制度、俸禄制度、监察制度、用人制度、奖惩制度以及法律制度的完善，则是廉政思想在制度方面的体现，也是对公共权力运行的良好约束；此外，诗歌、对联、民谣、小说等文学作品中反映的廉政社会文化则在整个王朝之中产生了一股由上而下的文化浸染之风，使廉政风气渗透到社会的每个角落。研究清代廉政文化，不仅能更好地把握清朝的政治发展脉络，探究其从兴盛走向衰落的内在原因，而且也能为当前廉政文化建设提供历史借鉴和参考，具有十分重要的现实意义。

　　Abstract

　　The culture of incorrupt government is about people's knowledge, faith, behaviorcode of the honest government and the according lift style, social evaluation. It is theobjective reflection of the incorrupt governing on culture and concept.The Qing Dynastyinherited and developed the culture of traditional incorrupt government and enforce herown construction of it.In the ideas, the proposal of the thoughts of rule of virtue,self-cultivation and frugality, civilian-centralization, salary raise, hard work, balance ofpowers and education has directed the development of the incorrupt-government behaviorand system.And the perfectness of the executive system, the salary, and supervising,employing, rewarding and punishing and legal systems is not only the reflection of thethought of incorrupt government on details, but also a good restriction to the public powerpractice. Moreover, the incorrupt government culture in literature, like poetry, couplets,folk songs and fictions, produced a trend of cultural infusion through the whole dynasty,thus makes it going to every corner of the society.The purpose of researching the cultureof incorrupt government of the Qing Dynasty is not only to understand the trace of thepolitical development and to find the inner causes of her decline, but also to providehistorical experiences and references to the construction of the current honest government,which is believed to be very important in the current situation.
