　　孙中山是我国近代着名的革命家和思想家，也是政治家和理论家，是伟大的民主革命先行者，被誉为“20 世纪中国第一伟人”.孙中山不仅学识渊博，而且具有强烈的历史责任感和使命感，致使他一世辛劳、半生奔走，为中华民族的伟大事业做出了重要贡献。他对中华民族传统伦理思想和西方资产阶级的伦理思想进行了梳理和深入研究，并将两者兼容并蓄和融会贯通，形成了独具特色的行政伦理思想。他对行政伦理的价值基础和行政伦理规范的要求等一系列问题进行了阐释，结合当时中国社会的实际提出了新的观念、新的思想。深入研究孙中山行政伦理思想对于正确对待优秀的中国传统文化和西方文化，丰富中国行政伦理学的内容具有重大的理论意义，同时对于当代社会行政道德建设方面具有重要的现实意义。
　　
　　本文采用历史的方法、逻辑的方法以及多学科综合研究的方法，较为全面系统地对孙中山行政伦理思想进行了分析和探讨，通过对孙中山行政伦理思想内容的具体分析，阐述了孙中山行政伦理思想积极意义，以及对当代社会在道德建设方面的启示作用。本文主要分为三个部分：
　　
　　第一部分，主要介绍孙中山行政伦理思想产生的社会历史背景以及思想渊源。当时的中国内忧外患，清政府统治腐朽无能，对人民进行残酷的镇压，国内矛盾日益激化；帝国主义进行对外扩张，民族矛盾日益尖锐。中国人民进行反帝反封建、争取民族独立、建立自由和民主的社会成为当时面临的艰巨任务。孙中山的行政伦理的思想渊源主要包括“中国固有的道德”、儒家的大同思想和西方资产阶级的平等、自由、博爱伦理思想，共同构成了孙中山行政伦理思想的主要来源。
　　
　　第二部分，从四个方面论述和分析了孙中山行政伦理思想的主要内容。其一是对孙中山行政伦理价值基础的介绍，其价值基础是“主权在民”,要求每个人都可以管理政府，每个人都有参与国家政治的权利。其二是对孙中山行政道德理念的介绍，主要包括“民为邦本”和“替众人服务”两个方面。其三是对行政伦理规范要求的介绍，孙中山重视法制建设和道德建设，认识到高效政府和廉洁政府对于振兴中国来说的重要性，文章从德法并举、高效有力和清正廉洁三个方面进行了具体分析和阐释。其四是对行政伦理的实践途径的介绍，一方面，孙中山创设了五权分立制度和地方自治制度，作为其实现“主权在民”的制度保障；另一方面，孙中山强调人的观念在行政伦理建设中的重要意义，指出要重视心理建设，要宣扬民族精神和普及教育。
　　
　　第三部分，主要对孙中山行政伦理思想进行总体评价，并揭示其对当代社会的启示。
　　
　　孙中山行政伦理思想推动了中国行政伦理从传统向现代的进程，并为我国近现代行政伦理的发展起到了奠基作用，其进步性和历史地位毋庸置疑，但由于历史的和理论的局限，其中存在的不足也是不可避免的。孙中山行政伦理思想的现代价值主要体现在行政人员要重视品德修养、要贯彻“以人为本”的行政理念、行政人员要尚德守法、加强行政人员的选拔评价机制以及健全行政伦理监督机制五个方面。

　　Sun Yat-sen is our country modern famous revolutionist and thinker, politician andtheorist, is a great democratic revolutionary forerunner, known as “China's first great man ofthe 20th century”. Sun Yat-sen is not only knowledgeable, but also has a strong sense ofhistorical responsibility and mission, causing him I toil, half running, for the great cause ofthe Chinese nation has made important contributions. His Chinese traditional ethics andethics of the Western bourgeoisie and in-depth study of the sort, and both inclusive, together,formed a unique administrative ethics. His value foundation of administrative ethics andadministrative ethics requires a series of problems such as the interpretation, combines theactual conditions of Chinese society at that time new ideas, new ideas are put forward.
　　
　　Further study of Sun Yat-sen administrative ethics thought for treating the excellent Chinesetraditional culture and western culture, to enrich the content of Chinese administrative ethicsis of great theoretical significance, and the contemporary social administrative moralconstruction has important practical significance.
　　
　　In this paper, the historical method, logic and a method of multi-disciplinary research, amore comprehensive system of administrative ethics of Sun Yat-sen were analyzed anddiscussed, through a detailed analysis of the contents of Sun Yat-sen administrative ethics,administrative ethics expounded sen positive meaning, as well as inspiration forcontemporary society in moral construction. This paper is divided into three parts:

Sun Yat-senadministrative ethics thought promoted the process of Chinese administrative ethics from thetradition to the modern, and the development of the modern administrative ethics has played acornerstone role, its progressive and historical position, no doubt, but due to the limitations ofhistory and theory, including the deficiencies are inevitable. Sun Yat-sen's administrativeethics thought modern value is mainly manifested in the administrative personnel to attachimportance to moral cultivation, to implement “people-oriented” administrative concept,administrative personnel to snitch to obey the law and strengthening the administrativepersonnel selection and evaluation mechanism and improve the administrative ethicssupervision mechanism five aspects.
